Washer Stops...why?

14 minutes into the rinse cycle I get the message "check to make sure both  H/C water faucets are open completely. Low water pressure or water supply block." Then you can press a series of troubleshooting questions. Hoses were removed and cleaned and problem persists. The washer also will not spin at that point but just drains.
