My Washer Won’t Go Into High Speed Spin

the washer with a heavier load will not go into high speed spin it leaves the clothes super wet. I bump the cycle down to lower spin rate and it will get to spinning enough to make clothes not so wet. Now pulling off the back I find there are only three shock absorbers and it appears the tub moves a lot. By changing out the shock absorbers and added a fourth one, along with the washer tub springs. Do you feel that would take care of the issue, of
