How To Adjust Flame

Bought stove from individual. Flames on burner won't turn down (ex. From a high flame to a simmer flame). Is there a way to adjust the flames?

From the manual (quote is boldfaced):

To Set Burner Temperature: 1. Push in and turn knob counterclockwise to LITE. All 4 surface burners will click. Only the burner with the control knob turned to LITE will produce a flame. 2. Turn knob to anywhere between HI and LO. The clicking will stop.
