Styrofoam In The Refrigerator Part

I noticed that our frigerator isn't cold and the freezer is building up frost on everything. When I look in the back of the refridge, the vent-like thing that comes from the freezer has styrofoam in it. Should that still be in there or should it have been taken out after delivery. Also. The two holes to each side of it are blocked by ice, which I assume shouldn't be?
