What To Do About Ice Build-up On Freezer Bottom And Leaking Onto Floor?

I have tried to clean under the refrigerator, though I can not get all the dust collected on the coils. I'm not sure what else may be effecting the defrosting that would cause ice build up. Is there better access for cleaning? Is there another place that should be cleaned? Where is the drain to a drip pan (if there is one) and how might you clean that? How do we fix this problem?
