Why doesn't western union allow transfer of money outside countries like Nigeria

Nigerians have a bad reputation for taking money from people and never delivering goods for the money. I'm sure most people in Nigeria are honest, but the few that are dishonest have ruined it for the whole country.
EBay is another website where most people will not deal with anyone from Nigeria. A few bad people scamming sellers on eBay have ruined it for the rest of the people in that region.
