The transfer speed depends on a lot of factors, so for the basic troubleshooting step I would suggest to try connecting the drive with a different USB cable (since this is an internal drive and you're writing about an USB connection speed) and to a different USB port.
If that doesn't help, then go into Device Manager find the drive and right click and select properties and select the tab Policies and check Better Performance. That might help.
Lastly, if using the drive in another port doesn't help you, update the USB drivers. To do that just right click on the USB Hubs in the Device Manager settings and see if their are any updates available by running the update driver option, it will need to be done as an online search, if it finds one update then it only updates the port selected, you will need to update all individually.
