Hard Drive Not Responding?
how can i retrieve data on the disk that is not responding?

If the drive is fitted into an external drive cage it may be that the interface card has failed. However dismantling will invalidate the 5 year warranty on these drives. Try connecting the drive to another USB port or try it in another laptop/PC if you haven't done already. If the data is valuable to you there are data recovery companies but the same rule applies. Warranty void
Try putting the drive cage in the fridge overnight and it may restart when cold. Check if the drive spins up. You will need to listen carefully. Returning a faulty drive to Western Digital would mean losing your data.
