Where can I buy a V-Tech Pull n Play Color Express? All I can find for sale is the manual.

Hi, unfortunately it looks like VTech stopped selling this toy. It can't be found on Amazon, Yahoo! Shopping, or any other major site. Your best bet will probably be to occasionally check sites like eBay or Craigslist to see if someone has one for sale. (Nothing on eBay right now unfortunately.)
