Atm Transaction Denied, But The Money Was Still Withdrawn From My Visa Card

I have a Netspend card with Visa, I tried to withdraw $300.00 from a Chase bank atm the transaction was denied because the atm was out of cash, however, they still withdrew the money out of my account and i have been waiting 2 weeks for netspend to contact visa to have the transaction disputed .  I have the receipt and sent it through e-mail stating the transaction was denied.  Why does Netspend need to investigate this and then turn it over to you for further investigations?? This is what the Dispute department for Netspend is telling me.  I need my money back in my account can you help me??? Please!!!

You apparently believe we're Visa but we're an independent help site.

Any gripe you have respecting your Visa account should be taken up with the bank that provided it (Netspend). You can certainly turn to Visa if you like, but chances are they'll just tell you to take the matter up with your bank. Here's Visa's contact information:
