'time Out'

Why is it that everytime I try to go to the internet I get a message that says "time out"?

"Time out" means it automatically gave up loading the page because it couldn't be reached. This is most likely due to a connection issue like a bad signal. Make sure you're in an area with good data coverage. If you are and you're still having an issue then I recommend calling Virgin Mobile and explaining the issue to them.
