Why Isnt My Phone Letting Me Activate It After I Swapped Phones..

okay so i got a new phone and entered my serial number to swap it and it said something went wrong and i tried to redo it but it keeps saying pin already used. I go to my account and it shows my new phone but there is now way to activate it.
