Texts.....i Can Receive Texts In Most Places, But Can Not Send Them To Most

I can receive texts most always but not send...even though it says sent when I look at it in detail the time continues to post as my present time...not right....also I have one voicemail that randomly starts playing a dozen times a day by speakerphone with no record of the message showing therefore no way to erase this...thanks for your help
