Can I Block A Phone Number From A Telemarketer

i keep getting phone calls from a person trying to solicit me to sign up for college courses - they keep telling me I signed up for the information but I have no recollection of that. I have asked them at least 3 times now but they persist in calling my cell phone number. Is there a way to block certain callers??
