Can I carry on the plane an electronic cig, not to use it on plane, just during my layover at airports?

The use of electronic, simulated smoking materials (such as electronic cigarettes, pipes or cigars) is prohibited on United Airlines.

All matches and lighters are banned from checked and carry-on bags on flights departing from Beijing, China.

The Transportation Security Administration (TSA) allows common lighters in carry-on baggage. Torch lighters are banned from carry-on baggage by the TSA.
