You need to speak with a United Airlines representative at the gate or at a customer service area if available. They are the people trained to help with these types of issues. IF they send you to San Francisco knowing you will miss your flight, they need to book you on the next available United flight if there is one. If the next United flight does not have seats available OR if your flight was the last United flight to Houston, they should then try to put you on another airline if they have a flight available.
If all that fails and you have to overnight in San Francisco (or any city you're stranded due to an airline mechanical issue) assuming United could not find any other options to get you to Houston the same day, they should then put you up in a hotel and give you food vouchers for the duration. You should also request compensation in the form of a voucher for future travel on UA if your delay is significant (such as overnight). The amount can be discretionary based on many things, but you should at least ask.
Weather related delays/cancellations are handled differently than mechanical delays/cancellations and while the airlines still have a responsibility to help you get to your destination, they are not required to provide compensation such as hotel, food and/or travel vouchers since weather is considered no fault of the airline.
