how do I know there's going to be a car and how do I know how long in advance 2 order a car? I have Android so cannot order ahead

To my knowledge there's only one way of ordering ahead, and that's with TaxiLater, as described at http://lifehacker.com/taxilater-lets-you-schedule-an-uber-for-later-1775783818. Note that we're an independent help site not connected with either Uber or TaxiLater.
