Starter Rope Will Not Pull

new TB110 mower with B&S 550EX 140cc worked fine for awhile then died & now the starter rope will not pull. Help

Hello, Is your mower showing oil on the oil stick?..If so then that eliminates the motor locking up from lack of oil..Then this would lead me to the starter itself..which could be a couple things..Let me know.
