The service term will run out over time. The minutes should not unless used or if the account expires, then you lose them all. Certain things will cause the phone to bill you for usage even if you do not make calls. This include ALL incoming calls regardless if they are wrong numbers.
It's possible your phone may have been cloned or hacked.
More than likely you are outside your service area. When outside your area you are considered to be "roaming" and the phone charges you 2 minutes for every minute used.
Either way your best option is to contact TracFone directly and discuss the issue with them.
