2003 Toyota Tundra Cigarette Lighter Pops Out Onto Floor When Hot.

Borrowed friend's truck and put cigarette lighter into socket. It heated up and popped out onto floor causing an interior fire. Checked Toyota recalls but could not find any for this issue. Is this a factory defect?
