1996 Paseo Idling High

my toyota paseo is idling high. it starts at around 1500rpm then goes up towards 2000rpm. when the car is warm and i lay off the accelerator it jerks and when i put my foot back on it. it jerks again. are these problems related? and what can i do to fix it?. cheers.
