Trouble Shooting Question/hacked Computer

The summer of 2007, I purchased two Satelite L-45-S7409 laptops for my girlfriend and I from Best Buy. Recently, my girlfriend's laptop has been hacked, not allowing her access to the Internet, or logging on, etc.. As most people nowadays, we're financially strapped. Is there an inexpensive remedy to correct this problem? An IT friend suggesting removing/saving all our saved programs, then reload everything. Is this the best solution?...........Thanks, Esko
