Hello ojoyousone2007, please ensure that your Toshiba 39L22U has a DVD driver installed, if not you can download it online. Go to google and type "Download DVD driver for Toshiba 39L22U". Please don't just download from any how site, sites that has security are advisable.  After installing the DVD DRIVER, ensure that a DVD player is also available there are so many of them like WINDOW MEDIA PLAYER, VLC ETC. These you can get online too. Also check your lens, because if your lens are bad, then the DVD won't play. Have a nice day
