If the blades don't rotate the electric PTO clutch might not be engaging. The PTO - or Power Take Off clutch provides a non-mechanical way to disconnect the engine from the blades. When electricity is applied to the clutch solenoid the clutch engages. Attached to the clutch is a pulley, a belt from the engine crankshaft pulley to the PTO provides the rotation of the blades. If power doesn't reach the PTO, or if the solenoid is defective, or if the clutch is worn out, the blades will not engage. The PTO clutch is not repairable, if defective or worn out it will need to be replaced.
