Hi, depending on what the problem is (won't start, doesn't cut well, etc.) how to troubleshoot it will vary. Here are some things that may help:

If your mower won't start at all, there are many things that could potentially cause that so you need to eliminate some of them to figure out what's causing it. If it's been stored for a while and not used, but there was gas in the tank, the gas might just be old. Try flushing out the gas tank and carburetor, then filling the tank with new gas.

Another highly likely cause of the mower not starting is a bad spark plug. Spark plugs usually only cost a few bucks, so it's not a big investment to try a new one and see if that gets your mower to start. If you have a spark plug tester, you use that to see if the spark is getting to the plug -- if it's not, then you have a much deeper problem.

If neither of those solutions helps, you may want to try changing the oil and replacing the air filter. If it still won't start, the carburetor may have a blockage, or you could have a more serious problem. Try spraying some starting fluid into the carburetor (with the air filter removed and the mower off) then put the filter back on and try starting the mower -- if it starts then dies, there is probably a blockage in the carb.
