There are many things that could potentially prevent your mower from starting. If it's been stored for a while and not used, but there was gas in the tank, the gas might just be old. Try flushing out the gas tank and carburetor, then filling the tank with new, fresh gas.

Another highly likely cause of the mower not starting at all is a bad spark plug. Spark plugs usually only cost a few bucks, so it's not a big investment to try a new one and see if that gets your mower to start. (You can find instructions for replacing the spark plug here.)

If neither of those solutions helps, you may want to try changing the oil and replacing the air filter. If it still won't start, the carburetor may have a blockage, or you could have a more serious problem. Try spraying some starting fluid into the carburetor (with the air filter removed and the mower off) then put the filter back on and try starting the mower -- if it starts then dies, there is probably a blockage in the carb.

If nothing else has worked, attach a spark plug tester to your spark plug to see if the plug is getting electricity. If it's not, there's a problem before the spark plug, with one of the internal electrical components.
