Can't Get Remote In Cable Mode

If I press GUIDE, the DVD button lights up. If I press MENU, nothing happens. Channel up/down do not work. Only the DVD light works on GUIDE, that's it. Tried pressing CABLE button (& holding). There is no "MODE" button. Settings won't work. Brand new batteries.
