Video Output Not Working

Right out of the box, after attaching all components I am not able to see the screen. I have a flat screen VGA and connectioning two towers, one has WindowsXP and the other is a brand new PC that has Windows7. If I disconnect the VGA cable from the box and plug directly in the PC I am able to see the screen.
