I am sorry to hear you have been unable to reach a financial care representative on the phone. I would recommend to speak with a supervisor at the Customer Care department if you are having trouble reaching a rep in Financial Care. Unfortunately, T-Mobile does not offer the ability to make payment arrangements online. I wish they did, because it would be a great service to their customers.

If you are having trouble reaching Customer Care via phone, you can also contact customer service via the website, but they cannot make a payment arrangement online. Perhaps they can arrange a call back for you from the department you need.
