How Do I Turn The Lights On Both Dashboard And Outside Lights At The Same Time?h

I got pulled over at night. The officer said I did not have my lights on. He turned the lights knob and said they were on. When he did that, I lost the dashboard lights. I need both inside and outside lights to be on during night driving.
