There Is A Recall On My Subaru 2008 Sti Turbo To Change The Software In The Ecm

THIS CAR IS A USA CAR AND IT HAS A RECALL AS THEY CLAIM IN A BULLETEN THAT IF THE RPM REACH THE RED LINE THEN THIS WILL DAMAGE THE ENGINE BECAUSE THE TIMING IS LETTLE ADVANCED. MY QUESTION THAT IF I USE THE CAR IN THE GULF AREA AND USING THE FUEL OF 97 OCTANE WHICH MEAN IT IS BETTER FOR THE ENGINE AND NO PROBLEM IF THE TIMING LETTLE ADVANCED AS THE OCTANE IS HIGHER. CAN I NOT INSTALL THE NEW SOFTWARE?
