2005 Subaru Legacy Station Wagon Lift Gate Will Not Open

The lift gate on my 2005 Sabaru Legacy GT station wagon will not open. Either the electric lock will not release or the mechanical release is jamed/disconnected.  Access from the inside via the small panel at the bottom center of the lift gate is very limited.  So I need some guidence as to what I am looking (actually feeling) for. I need to get the lift gate open.  But the first problem is to determine if the problem is electrical or mechanical. Any suggestions out there?
