2003 Subaru Baja Tail Light On Tailgate

How do you change bulb do u have to open  tailgate and take off the whole back plate. Or do take off top somehow to get to it

The procedure for replacing the two inner tail light bulbs mounted on the tailgate: Open the tailgate. Remove the ten T25 Torx screws securing the plastic cover from the inside of the tailgate. Remove that plastic cover to reveal a metal panel extending across the tailgate. Remove the ten PZ2 Pozidriv fasteners and that panel can be lifted away. Twist the bulb holders 1/8th of a turn counter-clockwise and pull the holders and bulbs out. The markings on my bulbs were not visible but I installed 194XL/BP2 bulbs and was happy with the results.
