My Tv Does Not Turn On Or Off With Remote It Works Perfect Manualy

If it works manually, but not with your remote, the remote may need to have batteries changed. If you've changed the remote's batteries to no avail, you may need to reset the remote--press all buttons at same time and hold for a couple seconds. You'll then need to re-program it to your TV with compatible remote control codes.
If none of these work, then you'll most likely have to purchase a new remote.
If the TV is the issue-try power cycling the TV: turn it off, unplug it and leave it unplugged for a few minutes. Plug it back in, turn it on and restore settings to factory defaults. Still experiencing issues: TV will need to be serviced, or pursue replacement options.
