Rear Wheel Squealing

The noise is noticeable on the right side while spinning the wheel. The noise comes and goes while I peddle and appears to be coming from the shaft that connects both rear wheels. The bike is very hard to peddle and noise is extremely loud. Is this a repairable fix? It is not related to rear braking mechanism..h
