The answer provided here is for an electric 220VAC Hot Water Heater using (2) thermostats and (2) Heating Elements. First, even if you have a warranty, you must remember that Service Calls and labor are not free and probably the electrical parts are not covered. Read your warranty very carefully! Usually the warranty only covers tank water leaks. If you are not experienced in appliance repairs, you should call for an appliance repair technician. It sounds like your bottom heating element is bad. The two heating elements are identical usually 3500 or 4500 watts rated and if good should read approximately 15 ohms each. To troubleshoot the bottom Heating Element. Turn OFF the 220VAC electric power at the Electrical Power Panel Circuit Breaker, usually a 30 Ampere Circuit Breaker. Use a VOM to verify 220VAC power is OFF. Remove the bottom cover to gain access to the bottom Heating Element. Use an ohm meter to read the resistance of the bottom heating element; it should read approximately15 ohms. If the OHM reading is an open circuit (infinite OHMs) then the heating element is bad and must be replaced. Note: Only a qualified appliance repair technician should attempt this repair if the heating element is bad and must be replaced.
