How Can I Get My Remote To Change My University's Cable Channels?

I go to Wright State University and they offer us cable in our rooms if we bring a TV. I have a Philips and the cable cord is working. The problem is getting the remote to change the channel. The remote does work on the TV itself, it just doesn't change the channel for cable. Could it be because I'm not pointing the remote at an actual cable box? My dorm room only had the cable plug in, cord, and TV.
