Does the engine spin when you turn the key?Can you spray starting fluid into the intake and see if the engine will start just for a moment?

Why does my lawn mower not start after running?
Your Mower Won't Start:
Other possible causes include: Loose, Dirty or Disconnected Spark Plug in Your Lawn Mower: Check it out, clean off debris, re-connect and tighten. Dirty Air Filter: Clean or replace. Fuel Not Reaching the Engine: Tap the side of the carburetor to help the flow of gas.
What happens when you flood a lawn mower?
Whether the air filter is soaked with gasoline, preventing the flow of air into the engine, or whether the fuel has made its way to the spark plug, wetting it to the point where it won't spark, the result is the same -- a mower that won't start. You've caused no permanent damage, however, even if the engine is flooded.
