Is There A Small Fan Located Within The Dash Either Above Or Below The Steering

when ignition switch is on ,it sounds like a fan blade is clipping somthing,but i cant locate where this noise is coming from,u can only here it when inside the car not outside under hood,it sounds like its either above or below the steering wheel within the dash housing,pissing me off
