Why Wont The Windshield Wipers & Headlights On My Pontiac Sunfire 2000 Work ?

The windshield wipers make a buzzing noise but dont work and my headlights dont work at all. When i turn my car on the starter cranks the car but the starter makes a funny noise ....could it be something with the ground because its not a fuse.....
