1998 Trans Sport Auto Leveler

On startup after awhile it would run, level and not be heard rest of day. Now it sounds weak and not lifting as well.Yet if i start manually its loud and lifts great. Is there a switch thats comes on when there's a load to start it up underneith on frame,and could it be dirty from salt etc,(NYS),if so whats best to check and clean,or replace.
