Light Turns On But Pedal Is Unresponsive? Tried 2 Pedals...

I just purchased a used Pfaff Hobbylock 776. Turning the hand wheel shows the machine does a nice stitch. Problem is while the light turns on, the foot pedal is unresponsive. Not a sound, and the machine does nothing. Since none of my other machines had the proper sized plug I ordered a new pedal, still nothing. Am I missing something? The gal said she ran it before packing it and it worked fine.
