The burning smell could be caused by an obstruction that's preventing the motor from spinning (which would also cause the brush to not rotate). Take the vacuum base apart and see if you can find and remove the obstruction.

i have that exact same vacuum there could be a couple of reasons why brushes arent spinning well start with the easiest unhook hose way at the bottom right before it enters vacuum just unscrew cap, pull up and the bag is held by a spring just unlatch it. turn vacuum on and check for suction in the hose. if there is put it back together open bottom and turn it on check if the belt is not broken or even if its not broke, after some use they stretch, in order for them to turn the brushes it needs to be tight so consider replacing it. if that doesnt do it and the vacuum has power then most likely its the brushroll itself it could have hair inbedded at the ends or the bearings could be bad take it off hold each end and turn it, it should turn without a problem hopes this helps
