Passenger Window Does Not Go Down

For my RT Rear passenger window, always operated by the driver so the dog can stick it's nose out, is up but will not roll down. How do I best determine if it is a switch (driver's most likely), a motor or a wiring harness problem. Can I test the motor by directly applying power?
