Lower Spare Tire/wheel

I got my 1st flat tire on my 2004 Nissan Frontier.  However,  I couldn't access the hole for lower the spare because the rear bumper blocked it.  I eventually had to lower the bumper by removing 2 bolts holding the bumper in place to gain access. I had to do this to get the spare lowered, but this can't be right.
