My 2004 Nissan altima Engine Revs Up To About 1200 Rpms When In Park And
keeps galloping between about 600 to 1200 rpms. A local mechanic tells me it's something to do with an electronic signal sent between the accelerator and the carburetor. Is this correct? Also he tells me a minimum cost will be about $700 to fix it. Is this true?

Your car doesn't have a carburetor, so fire the mechanic if that's what he told you. Your car has electronic fuel injection. The problem is probably a dirty throttle body or a bad throttle position sensor (TPS).
Cleaning the throttle body with a can of solvent cleaner takes about five minutes to do and costs around $4.00. Replacing the TPS takes about 10 minutes to do and the part costs around $30.00.
There's no way on earth this should cost $700.00 to fix. If this isn't the problem, then it's probably a minor computer reset procedure. I would strongly advise you to go to another mechanic.
