Cap For Power Steering Reservoir

Does the reservoir cap have a rubber o-ring gasket on it? Mine doesn't & it fits alittle loose and no one can tell me if it's supposed too.

It is thus 'and must be vented somehow' and hence features neither a gasket nor a rubber/seal :)
