How Do I Get A Refund For A Card I Cant Activate Due To Info/security Issues?

I purchased a card for my friend to use to pay to get a motel room, and he was supposed to activate it as if it was a card on my account with him being able to use it. I still have the receipt for it and want a refund because were unable to activate it now due to a issue with the info that my friend provided which lead to issues with the security protocols followed by Netspend concerning being able to verify info that was given for the card. The reason there was a issue is due to my friend being a illegal from Mexico and he was confused when he was trying to activate the card when speaking to the customer service rep and was not clear about the card needing to be added to my account and then he also gave them a number that they took as being his Soc. security number but he tried to explain that the number had to do with his visa which isn't valid anymore anyways and that wasn't understood by the rep not to mention he had given a address that he no longer lives at and only stayed there for a few days so he doesn't remember the address and isnt on good terms with the people he knows from there so wouldn't be able to ask for the address from them so now there is a issue with him verifying that address to. I have the receipt and I have my friend here with me and we spoke to someone at Netspend today trying to get a refund and she said she was transferring us to someone else who spoke Spanish that way they could speak to my friend easier but she actually just sent us to something that said thank you have a nice day and hung up on us!!!!! So I want my money refunded I'm sick of fighting with them over their security stuff that is stopping us cus the fact is I have the receipt for the card and that should be enough to go ahead and give us a refund why we would have to verify any info to do that seems irrelevant and just a way to try to cheat me outta my 150$ I spent on this card that's useless. Please tell me who I need to speak to or how I can get my money back from them cus I am appalled by the fact that they have made this so hard to get resolved when I have proof of purchasing the card myself and still its a huge hassle how can they tell anyone who can provide proof of purchase no that they wont refund their money that sounds like their trying to cheat me of my 150$ and that is very wrong I have already looked up filing a complaint with the better business bureau and also am going to make sure to write reviews on Yelp as well as other popular sites that says how they cheated me for my money and how I had been hung up on and lied to by their reps. So please help me resolve this issue asap.
