A zero balance will close your account, but if you reached the zero balance by requesting a check, the check will cost you $5.95, and the account will not be closed until that's paid. See https://www.netspend.com/help/frequently_asked_questions.shtml (last answer). Once you've closed the account there will be no more fees.
