Help...i Paid You And My Phone Is Not Activated As They Said It Would Be Phone

I changed phone numbers and credit card from my daughter's to my own. I have 5000 minutes showing still. My phone is 512-4969375. I discovered yesterday in a road emergency that I had no phone because you've not turned it on!!! HELP ASAP please!
